On 14 August 2011, a large mass of people from all over the world gathered at the main final conflict site of the Sri Lankan civil war at Mullaitivu to protest the war crimes committed by elements of the Sri Lankan military against the Tamils during the final phase of the civil war in Sri Lanka. With the war officially over since 21 August 2009, many of the local Tamils were being paroled back to their homes under the rehabilitation process. They were initially forced to live in refugee camps until they were allowed to resettle. Since then the areas where the civil war took place is being cleared, and many vulnerable social structures are being rebuilt. There are concerns that the military might have targeted many vulnerable people in the resettlement areas with impunity.[21]
In March 2012 a group of three international human rights organisations released a preliminary appeal for proposed criminal charges against the men who perpetrated war crimes and crimes of sexual violence against Sri Lankan Tamil women in the final phase of the civil war. This includes the attempted mass rape of the women, and the post-attack detentions, sexual slavery and other sexual violence committed in the course of the conflict. More than 2,000 people have been detained for alleged torture and other crimes in the course of the conflict. The International Action Network on Sri Lanka (INASL) along with the Center for Justice and Accountability (CJA) and Witness for Peace have signed a joint statement calling for the prosecution of those responsible for these crimes, but said that the vast majority of Sri Lankan police officers who were involved in the period of civil war crimes remain free, despite the fact that they were "directly responsible for leading, supervising and condoning" those acts. On 8 July 2013, the Sri Lankan Supreme Court board accepted the appeal for trial, and in November 2013, the Court accepted the case and allowed the prosecution. By December 2013, the Chief Justice of Sri Lanka had issued a public order for the trial to begin, with some 13 suspects facing charges.[24] d2c66b5586
